Here at The Website Guy, even though it is not our first website builder of choice, we offer cms-based website design via the self-hosted WordPress.com platform. Here is our review of WP.com.
WordPress: A full fledged CMS based website you can manage is built via WordPress. We build your site using WordPress.com proprietary block editor. Cost = $995 for 5 - 10 pages (free, starter, or premium wp plans do not include cost of adding products, domain or hosting). If we upgrade you to a business plan, so that we can add plugins (including Yoast SEO and Visual Composer Starter Theme & Theme Builder, cost = $1950. If it is an ecommerce website, cost = $2450. Note, we do not call ourselves WordPress experts - yet - and depending on the plan chosen, exactly what you are looking for may or may not be possible, but we'll do our absolute best and provide support resources to do the rest.
Security: Because WordPress is a popular website platform, it is popular to hack. We suggest ensuring the right host with the right security products is chosen. If not WordPress.com (self hosted) our host of choice is GoDaddy's Managed WordPress Hosting with an SSL certificate included and automatic malware scanning and removal.
Support: Support is paramount when it comes to WordPress websites because like all "living organisms", it is bound to get sick and only the right doctor will know how to fix it. WordPress.com has premium support or we like to use the stellar services of WP-FixIt.
Of course we enjoy NOT being just another "WordPress developer". You can even argue that we help our clients get out of their vulnerable cms websites by using our signature desktop website builder with built in security and backups.

The pricing shown above is for websites built with with WordPress.com (self-hosted) - not WordPress.org. For a WordPress.org website with a custom theme builder hosted with your favorite host, contact us for more information.
For those not interested in an all-inclusive package above, we have a la carte pricing (5 pages minimum, contact for quote) for responsive website design and $70 per hour (billed in 15 minute increments) for website maintenance and marketing tasks etc. The initial 1-hour consultation and 1-hour set-up fees are both included in all packages. A non-refundable commitment fee is due prior to the start of your project. The remaining balance (as final approval) is due prior to publishing your website.
